The Department of Community Services has two primary responsibilities: 

The first responsibility is the planning of services for all three disabilities:

• Mental Health 
• Drug & Alcohol 
• Mental Retardation & Developmental Disabilities

Services for alcohol and substance abuse and developmental disabilities have been contracted out to private nonprofit agencies. Some Mental Health Services are also contracted out.

The second primary function of the department is directly providing a continuum of Mental Health Services to residents of the County.
